2022 Belt and Road International Conference on TVET Opened

The conference was held in Shenzhen, Beijing, Shanghai and Quanzhou in the form of a combination of online and offline

On November 24-25, the 2022 Belt and Road International Conference on TVET was held in Shenzhen, Beijing, Shanghai and Quanzhou in the form of a combination of online and offline, themed by “New Connotation, New Value, New Mission”. Mr. Lu Xin, President of China Society of Technical and Vocational Education and former Vice Minister of Education attended the conference and delivered a speech. Lu Xin said that the conference would discuss in depth the important role of vocational education in eradicating poverty, increasing employment, improving people’s well-being, enhancing workers’ skills, serving the industrial upgrading and maintaining the stability of global industrial and supply chains, and drive vocational education to assume a bigger mission, play a bigger role and make greater contributions in jointly building the Belt and Road.

Shahbaz Khan, Director of UNESCO Representative Office in China; Long Yuxiang, Executive Chairman of China International Culture Communication Center; Qin Changwei, Secretary-General of China National Commission for UNESCO; Jiang Feng, Vice President of China Society of Technical and Vocational Education, Director of Working Committee for International Cooperation and Exchange, and Secretary of the Party Committee of Shanghai International Studies University; Yang Dan, President of Beijing Foreign Studies University, where the secretariat of Foreign Language Education Committee of China Society of Technical and Vocational Education is located; Zhao Li, Deputy Director General of Shenzhen Education Bureau; Yang Xinbin, Secretary of the Party Committee of Shenzhen Polytechnic, and other relevant leaders attended the meeting and delivered speeches.

The conference noted that the Chinese government is committed to building a new pattern of international exchanges and cooperation in vocational education. On August 19-20, 2022, the World Vocational and Technical Education Development Conference was successfully held, which issued the Tianjin Initiative, established the World Vocational and Technical Education Development Alliance, held the Expo on the Integration of Vocational Education with Industry and the World Vocational College Skills Competition, and built a “four in one” new platform for international exchanges and cooperation in vocational and technical education, so that the fruits of China’s vocational education could be shared by people around the world.The Ministry of Education of China has actively responded to the new requirements put forward by the digital economy era on the quality structure, ability structure and skill structure of talents, promoted the implementation of the national education digitalization strategy and achieved phased results.

The conference put forward four proposals. First, clarify the new orientation of vocational education and focus on improving people’s well-being. Vigorously develop vocational education, increase human capital investment, create a better life through the upgrading of workers’ skills, and promote full employment and dignified work. Second, reshape the new connotation of vocational education and develop high-quality modern vocational education.Strengthen self-connotation innovation and quality construction, deepen the integration of industry, education and science, improve the overall running level of vocational colleges, carry out vocational skills training on the integration of digital technology, and improve the quality of human resources development in countries or regions along the Belt and Road.Third, create new value for vocational education and promote high-quality Belt and Road cooperation. “Going global” and “bringing in” are combined organically to serve international production capacity cooperation and global digital transformation. Through vocational skills training, help people acquire technical skills, actively respond to environmental changes, improve industrial efficiency, and contribute to sustainable economic growth and poverty reduction in the region. Fourth, undertake the new mission of vocational education and build a community with a shared future for mankind. Adhere to the principle of extensive consultation, joint contribution and shared benefits, innovate cooperation forms, broaden cooperation contents, and provide a talent base for countries along the Belt and Road to better integrate into the international division of labor.

The conference released the Brief History of World Vocational Education and the Research Report on Vocational Education in BRICS Countries

The conference was co-host by the China Society of Technical and Vocational Education and the Center for Vocational Education Development of the Ministry of Education, and organized by Shenzhen Polytechnic, Working Committee for International Cooperation and Exchanges of China Society of Technical and Vocational Education, Working Committee for Foreign Language Education, Maritime Silk Road Vocational Education Branch, etc.The conference was divided into three parts: the opening ceremony, a theme forum and four symposiums.During the conference, two outcomes were released, i.e.the Brief History of World Vocational Education and the Research Report on Vocational Education in BRICS Countries, and an exhibition on the Belt and Road vocational education stories was held.About 200 persons attended the meeting, including officials, experts, scholars, and representatives from vocational colleges and enterprises from more than 40 countries and regions as well as international organizations such as UNESCO.
